Kandor was a city (or possibly a city-state like ancient Athens) on the planet of Krypton. The reason they identified themselves as Kandorians instead of Kryptonians was because they were the last survivors of that great city. (It was destroyed before their blood was taken as shown in episode 7-Kandor) So it was way of connecting them to their past. Whether it was a great city or city-state doesn’t matter, what matters is their relationship to that city. They identified themselves as Kandorians before they had their blood drawn. Like New Yorkers, they primarily identify with their city, rather than their country or planet. That’s why they are Kandorians.
